This study investigates the impact of COVID-19 on bank borrowers across 22 Arab economies from 2017 to 2022, employing the two-step system GMM estimator. The findings reveal a significant negative effect of COVID-19 on the number of bank borrowers, highlighting a sharp decline in borrowing activity due to the pandemic’s economic disruptions. Notably, the decline was more pronounced in non-GCC countries, where economic structures and pandemic responses differed. Robustness tests, including subsample analysis and alternative econometric models (pooled OLS, fixed effects, random effects, and 2SLS), consistently confirm these results. The study emphasizes the need for targeted policy interventions to stabilize financial systems, reduce borrowing costs, and control exchange rate fluctuations to maintain credit access during crises. The findings provide crucial insights for policymakers aiming to support economic recovery and strengthen the resilience of the banking sector in the face of future external shocks.

The development of digital economy is becoming an important path to promote the kinetic energy of China's tax revenue development. Based on the panel data from 2011 to 2018, this paper uses Gini coefficient to analyze the regional differences of China's digital economy, and uses fixed effect model, spatial Durbin model, multi-period double difference model and other empirical methods to examine the tax effects of digital economy development. The results show that the regional disparity is the main reason for the regional disparity of digital economy development in China. The development of digital economy directly increases the tax amount of local digital industry, and at the same time it also radiates and drives the increase of local total tax revenue; The tax effect of digital economy has a negative spatial spillover, showing a "siphon effect" to neighboring areas; Mechanism analysis shows that the development of digital economy mainly promotes the increase of local tax revenue through growth effect.

Exiting literature and central banks have recently raised concerns about the ominous overlooked threat of growing global debt, and its fundamental role in financial crises and economic instability. This paper develops and models an alternative economic theory that calls for a paradigm shift from the prevailing debt-based financial economy. Through a structured literature review and conceptual analysis, the paper explores the relationship between the traditional interest-based financial economy and economic injustice and instability. The paper then through an econometric analysis of data collected from 189 countries tests its conceptualised theory advocating a gradual transition from the deb-based financial economy. The results provide three important contributions. Firstly, the results contribute to the field of economics and finance by providing a conceptual and theoretical framework for examining the interaction between the financial economy and economic equity. The paper introduces a conceptualisation of what it coins as the Equitable Optimality Economic Theory, which replaces interest rate with profit rate. Secondly, the paper extends the debate in the literature about debt theories and its impact on the financial economy by arguing that a shift towards debt-balanced and eventually debt-free financial economy provides a more equitable and stable economic system. Thirdly, the econometric modelling demonstrates that such a change would lead to improved economic growth, reduced debt levels, enhanced financial stability, and the inherent nature of profit rates provides a natural buffer against economic downturns. The study concludes by proposing a practical roadmap for this economic transition in gradual and steady approach.

The vigorous development of the digital economy has brought new opportunities and challenges to the construction of local fiscal revenue efficiency. Based on the panel data from 2011 to 2020, this paper uses the fixed effect model, instrumental variable method and other empirical studies to investigate the impact of the development of the digital economy on the efficiency of local fiscal revenue. The research results show that the development of the digital economy has directly improved the efficiency of local fiscal revenue, and the regression results of instrumental variables are still significant. The mechanism analysis shows that the development of digital economy mainly promotes local fiscal revenue such as efficiency improvement by cultivating tax sources.

Based on the provincial panel data of China from 2011 to 2019 for a total of 9 years, this paper uses the entropy method to construct a comprehensive measure of the digital economy and common prosperity. We theoretically analyzed the impact mechanism of the digital economy on common prosperity using the econometric model. The study found that the digital economy can significantly promote the realization of common prosperity. The digital economy has a significant impact on the development and sustainability of common prosperity. The results of the impact mechanism show that the digital economy promotes common prosperity by increasing entrepreneurial activity. Heterogeneity research shows that the role of digital economy in promoting common prosperity changes with different regions. Specifically, the digital economy in the central and western regions can significantly promote the realization of common prosperity, but this impact is not significant in the eastern region. From the regression results of the digital economy, we can see that industrial digitalization and digital infrastructure play a greater role in promoting common prosperity. Economic openness affects the promotion of digital economy to common prosperity. The conclusion of this work provides an important research reference for the development of digital economy and the realization of common prosperity.

The digital economy exerts both positive and negative influences on urban sustainable development, yet there is a notable gap in the existing research concerning its impact on energy intensity and the underlying mechanisms. this study pioneers the investigation of a nonlinear relationship between the digital economy and energy intensity, revealing a significant inverted U-shaped relationship. Specifically, we observe a noteworthy reduction in energy intensity when the digital economy index surpasses 0.286. Our empirical findings indicate that the digital economy not only directly influences energy intensity but also exerts an indirect impact through initiatives such as the promotion of green innovation and the agglomeration of high-tech industries. Importantly, the promotional effects of the digital economy exhibit heterogeneity with respect to geographical location, resource endowment, and urban scale. This paper contributes to the theoretical understanding of information technology in urban green development by analyzing the mechanisms of the digital economy at the urban level and its intricate impact on energy intensity.

A differences-in-differences (DID) model and financial data from Chinese listed firms from 2011 to 2019 are used to empirically investigate the effects of the digital economy on corporate financial asset holdings using the "Broadband China" policy as a quasi-natural experiment. After robustness testing and heterogeneity effects are disposed of, the digital economy dramatically boosts corporate financial asset holdings. According to the channel analysis, the digital economy can reduce corporate financing constraints and boost corporate financial asset holdings, notably based on speculative demand. Heterogeneity analysis shows that the digital economy has a greater impact on corporate financial asset holdings for firms with higher market competition, small-scale firms with a short-listed age, and firms in the western region. This paper provides policy guidance for enterprises returning to the real economy.

The vigorous development of the digital economy provides a new research perspective for alleviating local financial pressure. Based on the provincial panel data from 2013 to 2020, the mediating effect model and threshold regression model were used to explore the effect and mechanism of the digital economy on local fiscal pressure. The research shows that the digital economy has a significant alleviating effect on local financial pressure by increasing fiscal revenue, and this alleviating effect has a threshold effect on entrepreneurial activity. From the perspective of dimension, the alleviating effect of the digital economy development environment on local financial pressure is better than that of digital industrialization and industrial digitization. From a regional perspective, the digital economy has the most apparent impact on the western region. In addition, the quantile regression results show that with the increase in financial pressure, the easing effect of the digital economy shows an inverted U-shaped change. Therefore, in order to effectively alleviate the financial pressure on local governments, China should continue to promote the development of the digital economy, take multiple measures to increase entrepreneurial activity, and encourage various regions to implement differentiated digital economy development strategies according to local conditions.

In the context of digital economy, Hebei Province, as an important province in central China, has a huge manufacturing base and potential, and the development of digital economy has driven the transformation and upgrading of manufacturing industry to a certain extent. In order to better play the driving role of digital economy in the transformation and upgrading of manufacturing industry, this paper establishes an intermediary effect model based on three intermediary variables: enterprise resource allocation ability, enterprise cost and enterprise innovation ability, and conducts an empirical study on the panel data of 11 prefecture-level cities in Hebei Province from 2017 to 2022. The mechanism of digital economy driving manufacturing upgrading in Hebei Province was discussed. The results show that: (1) there is a significant positive correlation between the development of digital economy and the transformation and upgrading of manufacturing industry, which indicates that the development of digital economy has a direct driving effect on the transformation and upgrading of manufacturing industry; (2) There is also a positive correlation between the development of digital economy and the resource allocation ability and innovation ability of enterprises, indicating that the development of digital economy can improve the resource allocation ability and innovation ability of enterprises, and is conducive to the stable development of enterprises in the future; (3) Enterprise resource allocation ability and enterprise innovation ability play a significant intermediary role in the relationship between digital economy development and the transformation and upgrading of manufacturing industry, indicating that digital economy can indirectly accelerate the transformation of manufacturing enterprises' R & D achievements by improving enterprises' resource allocation ability and innovation ability, thus improving enterprises' market competitiveness and increasing enterprises' earnings. Drive the transformation and upgrading of the manufacturing industry. Based on this research conclusion, the government should give full play to the role of guidance and support, and introduce relevant policies to help the digital economy drive the transformation and upgrading of manufacturing enterprises. Manufacturing enterprises should seize the tide of the development of the digital economy, use digital technology to improve their resource allocation ability and innovation ability, enhance core competitiveness, and accelerate the transformation and upgrading of enterprises.

The claim that “there is no third way” besides the economic models of capitalism and communism has faced a challenge from a new and growing body of research into a “third way” economic paradigm known as democratic planning. In this paper, we explore one of these democratic planning models–Robin Hahnel and Michael Albert’s model of a participatory economy, focusing in particular on its allocation mechanism–a non-market, non-command-planning procedure known as “participatory planning.” This procedure has recently been implemented in computer programs to explore its feasibility, the encouraging results of which have been published elsewhere and which we summarize here. But I present here for the first time the detailed algorithms and related pseudocode powering all of these computer programs for others to consider, examine, and build as their own programs. I also describe future directions for this avenue of research.

This study employs empirical analysis using an econometric model that examines the interdependence among environmental degradation, exports, and economic development with energy use. It also provides an environmental Kuznets curve (EKC) for selected South Asian economies utilizing time-series data. The findings reveal a long-term, stable equilibrium link between energy demand and pollution. There exists a positive relationship between structural factors and pollution. Moreover, this study constructs a model of exports and pollution from an interdependent perspective. The three perspectives are tested: the scale and structure of energy consumption considering the twin constraints of export-trade and pollution, and the scale of pollution in export-trade constraint. These results show that the increase in energy use leads to higher CO2 emissions amidst export volume. However, in the presence of income, the scale of effect lowers a little. The analysis also supports the presence of Kuznets curve for south-Asian economies. The results imply substantial scope for development in the energy use and pollution structure within South Asia's current export trade process. This development can be attained by regulating energy use and enhancing system efficacy without necessitating changes to the scale effect or structural effect.

I examine the problem of budget deficit in a growing economy in which consumers hold money as a part of their savings in the case where consumers live forever. For simplicity and tractability I use a discrete time dynamic model and Lagrange multiplier method. In the appendix I briefly explain the solution using a discrete time version of the Hamiltonian method. I will show the following results. 1) Budget deficit is necessary for full employment under constant prices. 2) Inflation is induced if the actual budget deficit is greater than the value at which full employment is achieved under constant prices. 3) If the actual budget deficit is smaller than the value which is necessary and sufficient for full employment under constant prices, a recession occurs. Therefore, balanced budget cannot achieve full employment under constant prices. I do not assume that budget deficit must later be made up by budget surplus.

The digital economy industry plays a transformative role in reshaping the global production networks, the local division of production, and the integration and innovation of business forms. However, to what extent the industry enables the high-quality development and upgrading of urban economies is unclear. Based on the census data of digital economy enterprises in Hangzhou in 2008, 2013 and 2018, this paper verifies the characteristics of the digital economy industry and its enabling mechanism for high-quality urban economic development. It is found that: firstly, the digital economy industry has three main forms for the economy, namely, the sharing, scale and scope economy. Secondly, the industry has four major mechanisms to improve the quality of urban economies. That is, it can restructure the global industrial division of labor and value chains, promote the transformation of scale economy from the supply side to the demand side, enable the softening and servitization of industrial structure, and generate the scale of economies. This paper thus contributes to understanding the evolution of enterprise organizational structure and industrial competitiveness and the endogenous technological change under the digital economy.

The digital economy based on digital technology is an important force for high-quality economic growth and industrial transformation, and has great potential for value creation. Based on the data of 30 provinces in China from 2007 to 2017, this paper uses entropy method to calculate the industrial green transformation (IGT), and empirically analyzes the impact of Digital economy on IGT. The DE can significantly reduce IGT of local and neighboring areas after excluding the influence of macro system factors and replacing the spatial weight matrix. The DE can indirectly reduce the IGT by accelerating the accumulation of human capital, and green technology innovation. The impact of digital economy on IGT is a non-linear relationship. With the further improvement of environmental regulation, financial development and intellectual property protection, the role of digital economy in IGT is more obvious. To this end, it is necessary to speed up the construction and improvement of digital infrastructure, build an integrated layout of "digital infrastructure", give full play to the radiating role of the digital economy, and implement differentiated development paths based on regional comparative advantages.

We examine the relationship between labour market flexibility, as measured by employment protection legislation (EPL), and long-term economic growth in developed economies from 1995 to 2022. We consider conflicting viewpoints on whether rigid labour market regulations hinder or promote economic growth. Employing a cross-country regression model, controlling for factors including initial GDP per capita, capital formation, human capital, research and development, and indicators of macroeconomic performance, we find that only initial income level and capital formation significantly influence long-run growth in real per capita GDP. EPL has no significant impact in the long run, challenging the pre-2000 advocacy of labour market deregulation by major international organisations. We conclude that policy should focus on supporting the investment decisions of the private sector without distorting market mechanisms.

Under the background of digital economy, global tax governance has become one of the important topics in today's world development and change. In recent years, new challenges, such as tax base erosion and profit transfer, and the imbalance of cross-border tax source division, have become prominent, forcing the reform of international tax rules and the reshaping of international tax order. Based on this, the article first deeply digs into the scale and cross-border characteristics of the spatial-temporal aggregation of the digital economy, and comprehensively evaluates its impact on the global tax governance pattern. After that, the article combs out the realistic picture and challenges of the current digital tax reform from the aspects of theoretical basis, basic principles and governance mechanism. Finally, based on China's basic national conditions, the article puts forward some institutional ideas and policy suggestions, with a view to improving China's participation, voice and influence in global tax governance, and also enabling governments, enterprises and residents of various countries to enjoy the fruits of world economic development fairly and promote the construction of Community of Shared Future for Mankind.

I present a theoretical model and an empirical approach for jointly estimating the effectiveness of fiscal policy and the stochastic process of sovereign interest rate shocks. The theoretical model has features relevant to small open and emerging economies. Interest rate shocks affect the ability of firms to finance payroll expenses. This theoretical feature creates a propagation mechanism for interest rate shocks and affects government spending multipliers. This paper proposes a strategy for jointly estimating government spending multipliers and the interest rate shock process parameters.

The study investigates the impact of COVID-19 on African exchange rates, employing a panel dataset over the period 2016-2022 from 13 African economies and employing pooled OLS estimator. The findings reveal a noteworthy positive correlation between COVID-19 levels and exchange rates within the region. However, this association necessitates deeper exploration due to its multifaceted implications, including economic disruptions, government interventions, global market interconnections, regional stability perceptions, and investor behavior. Economic indicators, such as GDP, inflation rate, real interest rate, and unemployment rate, significantly influence exchange rates. While GDP positively impacts exchange rates through economic growth, investor confidence, and trade strength, controlled inflation fosters investor confidence and export competitiveness, positively affecting exchange rates. Moreover, a pronounced positive impact of the real interest rate indicates economic stability, attracting investment and contributing to currency appreciation. Conversely, high unemployment negatively affects exchange rates, signaling economic weaknesses and eroding investor confidence. These findings emphasize nuanced policy responses for managing health crisis-induced economic disruptions and suggest future research directions focusing on specific country-level analyses and multifaceted factors influencing currency valuations within African economies.

This paper examines the impact of COVID-19 on Small and medium-sized enterprises (SMEs) deposits across 13 African nations from 2016 to 2022, using a seven-year dataset and Ordinary Least Squares estimator. Notably, it uncovers a significant positive link between the pandemic and SMEs deposits, indicating heightened reserves amidst economic uncertainty, potentially driven by risk mitigation or government support. Associations between gross domestic product (GDP), inflation, unemployment, foreign direct investment (FDI), exchange rates, and SMEs deposits were evident, showcasing higher GDP aligning with increased deposits, while inflation and unemployment linked to reduced ones. FDI showed a positive influence, and exchange rate fluctuations notably affected SMEs deposits, especially for those in international trade. These findings emphasize policy reconsideration for crisis strategies supporting SMEs reserves during uncertainty and interventions addressing inflation, unemployment, and exchange rate risks. Future research exploring regional nuances and global comparisons could further enrich policymaking for resilient SMEs amid evolving economic landscapes.

Since 2011, the conflict in Syria left the country with a devastating energy sector and fragile economy. The residents struggle daily to live with only two hours a day of electricity. The crisis encouraged some Syrians to assemble photovoltaic (PV) panels to generate energy. Unfortunately, the geopolitical risks, the inflation, and displacement are making the situation worse. The geopolitical risks are complex and multifaceted due to the ongoing war and the involvement of various regional and international actors. In this letter, we focus on the situation in war-torn Syria, its economy, and the opportunities for renewable energy development in the country. We also give some recommendations for academics and policy makers.
